why is leash reactivity worse on our block than at the park

Pomeranian mix-sized feelings in a 9 lb package. At the park he can see dogs from farther away and do okay with treats. On our street he loses his marbles at dogs behind fences, delivery carts, one specific recycling bin, you name it. Is it territorial or just the tighter space?

My dog has neighborhood enemies and park acquaintances. Very different social categories apparently.

The fence dogs are probably rehearsing him too. Hard to stay calm when the whole street yells first.
