My toddler has decided coats are a violation of human rights

Every morning is a negotiation and it's getting colder. I've tried letting her choose, making it a game, and the flip trick where they put it on from the floor. Some days it works, other days she lies on the floor like I've ruined her life. How do you deal with coat refusal without being late every day?
